Smart Parking PCN

Hi, I am hoping someone can advise me how to proceed?
A friend of mine recently received a PCN from Smart Parking for parking in a pub car park that they regularly use but hadn't realised the pub had recently introduced parking controls.
Unfortunately the friend emailed Smart Parking & admitted they were driving! The PCN is not POFA compliant as it was issued almost 6 weeks after the parking occurred. Is this now irrelevant if they have identified themselves as the driver?
I tried contacting Smart Parking to point out that the PCN was not compliant but obviously they have rejected it. They have offered a reduced figure of £20 if paid within 16 days.
I am still hopeful that my friend can get this PCN cancelled by the pub & have told him to go & speak to them asap. Is it too late for this course of action now?
From looking through other threads it seems that appealing through IAS is pointless. Assuming the pub do NOT cancel the PCN & taking into account that admission of driver has been made, is there any other course of action available?

Try Plan A to get it cancelled.
Certainly the pub need to remove Smart Parking asap before this happens:
