Main thing here is that OP has cancelled using the regs, the terms don't comply in my view so if I were the OP I would send them an email stating

    Dear Selfridges

I a writing regarding order xxx and to notify you that I am exercising my right of cancellation in accordance with the The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.

As the goods have been returned and received by you a full refund is due within 14 days of the date of this communication.

    Sincerely
    Xti

If they don't refund send the LBA, if they still don't it's a personal choice but I'd expect once OP pays the filing fee and the court papers land on the desk of someone above customer service OP will be paid.

Regarding court costs in small claims it's extensively covered here:

    https://www.justice.gov.uk/courts/procedure-rules/civil/rules/part45-fixed-costs

Too much to absorb for my interest but it was my understanding for the type of topic that comes up on here costs you'd typically expect to be awarded would be court costs, travel (accommodation if necessary) and an up to amount for an independent expert to attend the court.

As a side note, there was a post on here a long time ago where a claim for £10 was successful and the person making the claim eventually ended up with a cheque for £200 odd from the other party.

Hi I am having the same problem with Selfridges also over a bag.  I received the bag it was to small for my requirements, I literally didn't even take it out of the dust bag.  Sent it bag with 24 hours of receipt.  They have emailed back stating the bag has been damaged, firstly saying it was scratched, then scratches and water marks.  They will not provide proof of checks or photographic evidence of said damage.  I will not allow them to send it back.  I never fully inspected the bag.
