Apcoa Penalty Notice - Thoughts pls?!

Hi Everyone!! I received the attached Apcoa Parking notice as the owner. I've read the notes about  Apcoa on the board so have a good idea as to how to challenge the penalty, however I wanted to ask something specific on this case.
As i understand it I believe the driver on the day of the incident may have parked in the morning around 8am but not realised they had not purchased a parking ticket until around 6.30pm when the ticket was purchased. The penalty notice states 20:29 is when the contravention occurred. At that point I understand the driver had a valid parking ticket. Any thoughts how to challenge for this? thank you!!!!

    Does not matter,  no keeper liability on railway land,  so it's irrelevant 

    The keeper is appealing based on the templates in other Apcoa railway threads, appealing based on no keeper liability so go chase the unknown driver who will not be named 

    No blabbing about who was driving or about the incident

    You should send the blue text initial appeal from the NEWBIES FAQ Announcement, first post, and add the following to it:

    As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4) - railway asset under statutory control (byelaws) and therefore 'not relevant land' - you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge. I suggest therefore that you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so.

    Anticipate an early cancellation. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    And if not, appeal to POPLA stating that APCOA only have landowner authority to issue Parking Charge Notices, not Penalties.
