Parking Enforcement Letter sent to old address - Never seen PCN - best next step

I have just recently received by post Parking Enforcement letter asking for £170, which was sent to an old address.  I have not seen any of the first or any of other or PCN letter likely due v5 address updates times.  Also seems like the alleged contention was a few months back and based on what they suggest I would have appealed anyway.

The old and new address are close by and looks like the owner from our previous old house who knows us has posted the notice to my new and current address, which is how we have found out.

The PCN company or their enforcement agent have not sent anything to new address so far, not sure if they will either.   

Having read the forums they seem to suggest that as a minimum I should let them both know about change of address only.   Is this correct?   And is there a simple format of email I should use for the erase and update address communication, 

Or should I also appeal at the same time asking for all previous correspondence and evidence to ensure I am following correct process.

    Where was the parking event  -  retail park, own space, or hospital etc.

    - Quote the Joint Code of Practice and insist that they re-issue the PCN.

    or

    - Keeper at OLD ADDRESS emails the scammers, transferring liability to the driver at NEW ADDRESS. That is easier as it will get a fresh PCN to the new address but it depends if you are in Scotland or E&W, and it depends which PPC?

    Not familiar with the Joint C of P, but I assume  if I write to them they will just re-issue the PCN to the new address then I will have to just follow the normal process?

    For the second point was just considering an email suggesting, have received a letter for the first time, I am the registered keeper, do not know about and as the registered keeper my new address is <address>.  Is this sensible and sufficient to start with?

    The BPA website contains the joint code of practice,  as does the IPC website,  download it and read 

    Which parking company   ?  Which debt collectors  ?  ,  which nation  ?

    Ok thank you - Company is NPM (national parking mgmt), letters from GCTT enforcement agents and its in England.

    No they won't.

    They'll refuse (and blame you for not updating your V5C) which is why I suggested tactic 2 instead, which has to be done EXACTLY as I said ... that isn't anything like what you said!

    Or just ignore them completely.

    As we are the keeper at the old and new address, so is it a case of email them suggesting the driver is at a different address and they should follow up with them and transfer liability (even though driver / keeper may be same at the new address)?

    Fred Blogs, the Keeper at old address, names the driver as Fred Blogs at new address.
