We had an offer accepted on a property 5 months ago. A date for completion was originally set and a few weeks before the vendor said they couldn’t do that date. A new date was then set. 4 days before the new completion date, my solicitor informed me that the Help to Buy aspect of our sale was not fully completed -
Completion dates are normally set once everybod in the chain is ready to exchange. Have there been conversations going on not involving your solicitor?
I suspect the OP is mixing up exchange dates and completion dates.
I've known people to propose target dates months in advance. All the solicitor will do is to say that they will try to meet this date though cannot guarantee anything. They like everybody else in the chain have no control over events and other third parties.

Nobody can set a completion date until exchange of contracts. You can set a target date but it's very difficult to predict how quickly the legal process will take, searches, enquiries etc. etc.

Money spent on survey's etc. is down to you, there's no liability on the seller (it's part of the process of buying).

Sort out whatever issue is causing your delay asap and hopefully you can still proceed.

If the OP is looking at exchange and completion on the same day, then booking movers ahead of exchange is going to be necessary. IMHO, that could explain some of the mixed messages completion/exchange.

I note that others above have asked if the OP has exchanged yet. But, given the situation, that sounds unlikely to me.

My guess would be that the vendor is fed up with the delays (doesn't matter who is at fault but obviously not him) and needs confirmation that the problem will be rectified in the very near future. Communicating that plan and timing should greatly put his mind at rest.
In the meantime, as a way of showing his displeasure / annoyance he is threatening to put the house back on the market which requires a certain urgency on your part in order to re-instate the sale
