Request for Guidance on Defence – 18 NPC/DBCL PCNs, Allocated Parking Space, AST-Based. (Bargepole?)

Dear Bargepole,

I’ve been advised by some generous members here to reach out to you for guidance, given your expertise with private parking claims and AST-based defences.

Case summary:

  • I’ve received 18 PCNs from National Parking Control (NPC), now being pursued by DCBL, totalling £3,050.

  • The PCNs span from December to April, and several are for consecutive days—some even issued twice on the same day.

  • I reside in a rented property with an Assured Shorthold Tenancy (AST) that includes an allocated parking space, marked with the same number as my flat.

  • The tenancy agreement contains no reference to permits or any third-party parking enforcement.

  • My car has been on SORN and stationary for over 6 months.

  • I initially received only final notices for the first 3 PCNs (due to an outdated DVLA address), panicked, and entered into a £740 payment plan. I later discovered the additional 15 tickets.

  • The letting agent has been uncooperative, and I’ve not been able to obtain a copy of the head lease.

  • I have not received a County Court Claim Form (N1) at this stage, but I’m keen to be prepared if it progresses to that.

I’ve also contacted Contestor Legal for assistance, but in the meantime, I would be truly grateful for any advice or direction you could offer—especially around building a strong defence based on primacy of contract via the AST, or any specific actions I should be taking now.
