Ghost PCN from 2021

Hi all
I have read through Newbie threads, but can’t find a definitive answer, so here goes..
I have received a ghost PCN from 2021, (that year is a bit of a blur as we’d only just moved house and had a lot going on) I vaguely remember getting a PCN through the post after I’d dropped a friend home at a block of flats with private parking. I sent the template I found on here and heard nothing more. Yesterday, I receive a LOC from BWlegal, (I actually received two separate LOC’s but the other I did remember, it was again when I was picking up a friend from a restaurant. I have emailed the restaurant and they’ve contacted BWlegal and I’m waiting for a response as they have a 15 minute grace period for such times ) I can’t email BWlegal as they’ve changed the way you contact them and you have to register a name and address etc.. and can only contact them via their portal. is this ok? Can I then use the LOC template on there? What do you suggest? In all this I’ve realised I must stop giving people lifts 🤦🏽♀️😂
I have been quoted the 30 days in both letters.
any help appreciated.

"I actually received two separate LOC’s but the other I did remember, it was again when I was picking up a friend from a restaurant. I have emailed the restaurant and they’ve contacted BW Legal and I’m waiting for a response as they have a 15 minute grace period for such times."Get that 15 minutes confirmed in writing (email) now from the restaurant, as it'll be good evidence to kill that one off."I can’t email BW Legal as they’ve changed the way you contact them and you have to register a name and address etc.. and can only contact them via their portal. is this ok?"Yes. Yes.
Are they both about the same location? Same parking firm 'scammer'?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, both in Norwich. The restaurant has contacted the parking company to try and get that one quashed. They said they had a spate of them that year. The one I don’t have too much recall on, I wasn’t parked much longer than 15 minutes either, but it’s a private residence, my friend no longer lives there and like I’ve stated, I have no clue as to what the PCN is for, it just states the company, and the date of the contravention on their letter.0

So it's not the same location but you answered 'yes?!
This is important. I asked:Are they both about the same location? Same parking firm 'scammer'?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Out of interest at the bottom of the one I can’t place properly, they’ve offered a “ personal repayment solution” of a without prejudice one off payment of £96. This wasn’t offered on the restaurant LoC.0

The restaurant has since emailed me back to confirm they’ve had confirmation the LoC has been cancelled. I’ve emailed BWlegal using the complaints@ and using the template provided in newbies thread. No reply as yet. Thank you for your help. It’s very much appreciated.3
