Horizon 'invoice' for parking (x2 at least) , I work there but cancel req are ignored

I am posting this on behalf of my son but he recently passed his test and got a car, he works at a Greggs on a weekend which is situated within a Tesco.  He notified his manager he now had a car and could she register it at work as the max stay in that car park is 2 hours, she said she had notified the correct person at Tesco and the following week he could come to work as it "takes a few days" to update the system.

A week later he went to work in his new car and started parking in the Tesco for 4.5 hours on the Saturday and the Sunday's from then on.  We started receiving some invoices for him parking and "exceeding" the maximum stay limit but only for the Sunday days he worked, he got an invoice for the 11th May and then again for the following week on the 18th May, then nothing has come through for the 25th May but then he got another one (under his new private reg) for the 1st June. 

He has tried multiple times to sort it out with work, his manager has taken the invoice details / reg etc over to whoever it is in Tesco that sorts it out 3 times now, the 3rd invoice, from 1st June under his new reg is showing as Cancelled, the other 2 we have are showing as "final reminder" - he raised it again with a different supervisor this weekend and he took him over to the Tesco "desk" and once again they took his details and said they would get them cancelled and it would take 24 hours - I have just checked and they are still showing as "Final Reminder"

I have 2 worries - one, these 2 "active" invoices are going to progress and escalate when they should be cancelled and two that there are additional invoices that we have not received correspondence for (he did ask Tesco to check, but as they haven't even cancelled these 2 remaining ones we are aware of them I am a bit concerned that they haven't checked with the company).  Is it worth submitting an appeal for the 2 active invoices, or emailing with the information of the one that was cancelled and state the other information for the 2 we have active and ask them to cancel them on the same grounds, and check for any additional invoices OR just continue to ignore it and keep raising the issue with Tesco?  I don't know if they would take his word for it that he works for the greggs (even if he screen shots his contract or something like that) and if they only cancel on the request from Tesco and if that's the case, either Tesco are not requesting the cancellations (seems unlikely since one has been cancelled) or Horizon are ignoring Tescos request

Can any one suggest the best course of action to move forward with this?

    Firstly these are not fines.  Secondly, Horizon aren't always very good at keeper liability so there is no harm starting the standard keeper appeal process while Tesco/Greggs sorts out the underlying issue.

    First off - they are not fines.  They are invoices.  And he's doing the right thing talking to Tesco to get them cancelled.  Hopefully that will happen with all of them and nothing further will be required.

    If they don't get cancelled then as I understand it he can just ignore the whole thing as any response to them will be ignored by the parking company who will escalate the charges and make all sorts of threats about legal action.  Should they ever get that far it is possible they will try to get a CCJ against him.  When he gets notice of that is when he has to act and respond to the court with his defence.  It is very rare that the case will go to court if a defence is received by the court as the parking company will back down because they know they don't actually have a good case against him.  

    Others will be along shortly with more info for you - but do keep chasing Tesco.

    Haha Ok thank you so far for the responses, I have edited the original post and amended it to the correct term of invoice instead of fine :smiley: - he does have a couple of whats app messages as well between him and his Greggs manager where has has gone back to her a few times stating they are sending chase letters and her confirming she has reported it again to Tesco for them to get them cancelled so he does have that "evidence" in writing at least!

    I shall tell him to chase up again every time he goes in to work now that he knows who to speak to at Tesco directly.
