I've got a Vileda magic mop which is great but the replacement heads cost £stupid.

I figured I could get more or less the same result sticking a £1 car sponge to the plastic clips that clip into the mop.

But what glue to use? Will obviously be constantly coming into contact with water, and of course needs to be cheap!

Your choice of adhesive is rather limited. Two that spring to mind are..
Evo-Stick Impact adhesive - Waterproof and reasonably fast acting.
A spray adhesive such as No Nonsense or this one from B&M -> https://www.bmstores.co.uk/products/turner-and-gray-heavy-duty-adhesive-spray-308559

Don't expect either to last that long. The sponge is likely to degrade and break up unless you use one with very small cells/holes.
