PPC, parking restriction signs were laid down after parking occurred !

Options
I parked nearside of the building I live, at the time there was no restriction signs. Next day surprisingly I got a PCN from P4 parking and noticed newly laid down no parking signs. Any help will be appreciated.

    Follow the guidance in the first post of the NEWBIE sticky-Plan A COMPLAIN to the building management. Ask them when the consultation took place and what were the results of the ballot.

    3.4. Material changes – notices
    Where there is any material change to any pre-existing terms and conditions that would not
    be immediately apparent to a driver entering controlled land that is or has been open for
    public parking, the parking operator must place additional (temporary) notices at the site
    entrance for a period of not less than 4 months from the date of the change making it clear
    that new terms and conditions/charges apply, such that regular visitors who might be
    familiar with the old terms do not inadvertently incur parking charges
    NOTE: Examples of material changes can include introduction of parking enforcement
    where none has previously applied, introduction of time-limited free parking, or reductions
    in the time limit within which free parking is available. Given the need to avoid confusion
    and clutter at entrances the test is whether the fact that a change has been made is clearly
    signalled to drivers on entering the land and the nature of the change is clearly displayed
    thereafter – it may also be necessary to install repeater notices depending on the scale of
    the premises

    I have asked to the building management when restriction was implemented and when and how have they informed residents about this change. They replied saying to contact P4 parking company !

    They are not very good at building management then are they?  Do you pay for this service?  Keep at them, they cannot fob you off to the parking company; somebody from the building management company must have agreed to have P4 on site and if they did, they MUST have done it with your (and other residents/tenants/leaseholders/freeholders via a consultation and ballot.  See here: -

    If P4Parking are still in the BPA AOS you can probably flush them away by appealing. You could state that when the car was parked (on DATE) there were no signs at all and P4Parking put them up afterwards.

    That's not an agreed contract!  :)

    Thank you for the link it will help for sure. The management company we pay for the service is saying that the road in front of our building is not owned by our landlord, it is owned by another landowner. They gave me 3 different management agents. I am trying to find out who is this landowner to forward my complain.
