Another corner of the same side wall has hairline staircase cracks too.0

That points to possible foundation issues. You need an SE on site for a more accurate assessment.0

If a surveyor recommends helibar, it would certainly require cooperation from the neighbour.Judging by the sheet of plastic on their flat roof, I'd guess the either don't have any money, or are happy to bodge (or both). Walk away, and you avoid a lot of potential hassle.
