    Another corner of the same side wall has hairline staircase cracks too.

    That points to possible foundation issues. You need an SE on site for a more accurate assessment.

    A crack of that form would typically suggest movement due to foundation issues or ground movement.

    Unless you are up for a potentially major project I'd not spend further money to confirm, and instead look elsewhere.

    Looking at all the photos I wouldn't touch that house with somebody else's bargepole but run away from it and buy something else.

    Looks like most of it is smack bang on the boundary - I'd say it is joint responsibility to repair. If a surveyor recommends helibar, it would certainly require cooperation from the neighbour.
    Judging by the sheet of plastic on their flat roof, I'd guess the either don't have any money, or are happy to bodge (or both). Walk away, and you avoid a lot of potential hassle.

    The vendor, and their neighbour, should be looking at whether their insurance will cover this. 
    I wonder why they aren't?

    The vendor had the house since 1950, but the neighbour has sold 3 times over the last 10yrs
