PCN issued for over time at car park

Hi All, 
I recently parked on private land and paid the fee, I knew I was going to be late as I waas stuck at the bank, so tried to extend on the tap2park app and by text, unfortunately the car park code wasn't on the text or app for me to extend. I was around 16 mins late and I have texts to prove I tried to contact them before my time ran out to try and get the car park code so I could extend. 
I received a PCN for £60, bearing in mind my car park cost £3. I appealed and they rejected, is it worth appealing to the IAS, or is it pointless and am I better just paying the £60, just seems disgraceful charging this much when I was willing to extend and pay but just couldn't with their system.

    Appealing to the IAS is pointless,  as the newbies sticky thread explains,  in announcements near the top of the forum

    i park services ltd in cockermouth, the car park was in chester where i live

    Your choices are,  pay,  or fight,  bearing in mind that fight could be a court claim 

    Ps, I doubt that the PCN is for £60, more likely to be £100.  The £60 is probably the early settlement figure
