MET PARKING - late appeal

I appealed late as the keeper of the vehicle. They refused it based on it being late and have said they will not give a POPLA code since we appealed late. 

It has now escalated to debt recovery. 
Is there any way of appealing this if it’s passed the 28days and would anyone know if there are any options beside paying? 

The carpark is in a retail park where you have free parking at McDonald’s but need to pay in Starbucks, quite confusing, this car was parked in Starbucks and didn’t pay.

By law we are required to inform you that Ombudsman Services (www.ombudsman-services.org) provides an

alternative dispute resolution service that would be competent to deal with your appeal. However, we have not chosen

to participate in their alternative dispute resolution service.

Please note that, as previously advised, your appeal was not sent in on time and was not considered therefore a

POPLA code can not be issued.

Further correspondence sent to us regarding this parking charge may go unanswered.
