Manor Parking

A PCN has been received from manor parking. The PCN is non POFA compliant nor are the pictures visible and the ink is very faded.

i have read on another forum that it’s not worth appealing them to them.

This is the appeal I was thinking, if someone does advise I should appeal:

This PCN was issued 68 days after the alleged contravention, and therefore fails to comply with the Protection of Freedoms Act 2012, Schedule 4, Paragraph 9(5). As such, you cannot transfer liability to the keeper. I am not obliged to identify the driver, and will not be doing so. I require you to cancel this PCN. If you reject this appeal, please issue a POPLA code so I can escalate the matter.

    One man band outfit, too lazy or uninterested to comply with PoFA you won't get a POPLA code they are IPC.
    Send the blue appeal from the newbies thread and add that their NTK does not conform to the PoFA etc etc., forget the bit about POPLA it's not relevant, the IPC is a joke outfit don't bother wasting your time.

    Thank you, I just realized another family member appealed this and it was rejected. Should I await further correspondence from them?

    Non payment tends to head in the direction of powerless debt collectors first,  so expect that to happen,  see post 4 in the newbies sticky thread in announcements near the top of the forum by coupon mad , ignore the debt collectors 



    The only real letters of interest and action are

    A formal Letter of claim giving 30 days notice,  typically from a lawyer company , by post 

    Followed by 

    An  N1SDT court claim pack from the CNBC in Northampton using MCOL to the defendant,  by post

    Those 2 require action,  after reading the second post in the newbies sticky thread in announcements near the top of the forum by coupon mad 
  • I know this car park, the operator doesn't use ANPR, they just look at the CCTV every few weeks and dish out tickets

    Look at the pictures on their online portal, I bet you'll find stuff that violates their own privacy policy. I threatened the operator with an ICO report and they cancelled the ticket pretty quickly after that

  • Yeah, although given you were there at 2am there probably won't be much visible evidence for a privacy complaint.

    I'd email their office with the exact paragraph that you wrote in your first post, and then wait for any court letters

    Their response was

    Lottie Road Car Park is private land, there are numerous tariff boards which inform drivers that payment is required and also detail the terms and conditions of the site. It is the driver's responsibility to read the terms and conditions of the site and pay the required tariff for their stay. There is also a pay by phone option available on this site.

    Having noted the contents of your appeal and reviewing the facts, we are satisfied that the pcn was issued correctly and your appeal is rejected.

    1, a vehicle with the engine on can still be parked, it is not a requirement to switch your engine off to define it being parked.
    2, the anpr camera clearly identified your car registration number, which I can as well.
    3,on the terms and conditions boards that are displayed at numerous places around the car park it clearly states that tariffs apply 24 hours a day, 7 days a week.
    4, a grace period only comes into effect after a paid parking event, you never paid so there cannot be a grace period.

    If you believe this decision is incorrect, you are entitled to appeal to the Independent Appeals Service IAS). In order to appeal, you will need your parking charge number, your vehicle registration and the date the charge was originally issued. 
      Appeals must be submitted to the IAS within 28 days of the date of this email. Please visit

    Please bear in mind that the reduced rate amount of £60 is now valid for 14 days,  After this time, the pcn will increase to £100.

    Does anyone know how likely it is that I’ll get the court letters? I have a few other parking tickets in the works and it is a bit stressful. How likely would I be to win this case?

    You definitely will never receive a popla code,  if they are an IPC AOS member 

    Debt collectors letters are inevitable 

    We dont recognise them as being litigious,  but they have 6 years to decide whether to sue you or not,  using MCOL,  or via a legal company via MCOL 

    Court cases are like Judge Bingo,  but a lot dont even get to court,  discontinuations are commonplace

    Agreed. No idea why a family member appealed, nor why you replied talking about POPLA which isn't a thing for IPC AOS firms. Complete waste of time!
