Another Manchester Airport

Good afternoon,
I've had a scam claim from APCOA at Manchester. A slightly different scenario, though.
I've an account with them, as I use it regularly. I also have a concession account, so I've no idea why I've been issued it.
Anyway, I've told them this and they've come back asking for the usual driver info, etc.
The reason why im not sure wether to give them the info, is I don't know if they're asking yo verify the concession account, the Airport account or just want to follow through with the 'fine'.

Tell them you won't be identifying the driver (as is your legal right) and as the Manchester Airport is 'not relevant land' as per the Protection of Freedoms Act 2012, there is no option for them to hold the registered keeper liable. Tell them this is now a formal complaint: stop digging and just cough up the POPLA code, otherwise you'll report them to the BPA and your MP because pretending that appeal is conditional upon the driver's details being given is classic rogue practice. State that you will also use your case as evidence for the current MHCLG Public Consultation.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wish to dispute your parking charge as the keeper of the vehicle. i deny any liability or contractual agreement.There will be no admission as to who was driving and no assumptions can be drawn.The vehicle has an account at Manchester, as all the other Airports. A simple check on your system will show you this. The vehicle has been through Manchester Airport several timers before the alleged contravention and after. Its your system thats failed here. Also, the 2nd paragraph of your response makes no sense at all.As Airport Bylaws apply, the keeper can not be held liable.I will be making an official complaint to BPA and the local MP because pretending that an appeal is conditional upon the drivers details being given, is simply rogue practise.I'll also be using this case as evidence for the current MHCLG Public Consultation.It doesnt look good when you allow people to set up online accounts, only to issue PCN's anyway.
