It's only invoice at the end of the day, so you can't contest it as such. Just wait and see if you receive a court claim. If so, they discontinue almost always as it's just a game of chicken.Alternatively, you could email Horizon just to inform them that it's not a good case to bother sending to a court claim.
e.g. Your invoice (PCN) is in dispute and no payment will be made. No signage was visible and none was seen. The onus is on you to make any alleged contract clear, which would include use of illumination and reflective surfaces for terms and conditions that can only apply during night time hours. This you have failed to do and therefore no contract exists between the driver and Horizon. No further correspondence will be entered into and any spurious debt collection charges are now at your own risk and would be irrecoverable in any county court claim.0 -
You will be wasting your time what ever you do to be honest, at this stage you would be appealing, but the appeal system is just a process that mimics an authorities process in name only, there is no appeal that works with them.You have an invoice which you dispute you don't get a two stage appeal with an invoice from a plumber that has over charged.This as I see it is all about signage which was obviously not up to standard and was not seen in the dark, I have just been to my local Tesco, awful signage cannot be read going in in daylight let alone in the dark.But the gist of it is you get only 15mins on site after midnight, until the store opens.2

I have taken fisherjim’s advice and written a lengthy email in draft. She is going back up to near Heathrow this weekend and I’ll get her to take photos of any signage that’s poorly placed/not lit or obscured to accompany the email and will send it off on Monday. It’s tempting to do nothing and let them chase, but I figure doing something (email) is better than just ignoring it right?2

Why not also appeal because (timed/date-stamped) pics of the dark car park with whole areas shown with no lit signs will win at POPLA.
Because she could kill this at POPLA with good photo evidence, there's no point doing snotty emails instead of appealing.
