So as Umkomaas correctly states, put them right on their handling of the initial NTK PCN letter, then after they have complied with the law, they have no legal liability or responsibility, so should not be paying anything1 -
I reckon it'll take about 2 weeks for APCOA to send you the NTH. As long as you are sure the lease form passed on the right address for you then wait for the NTH.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well it's been 2 months, have not received a NTH yet. Strangely enough, my dad got one of these fines and on his behalf I followed the recommended steps, and about 3 weeks later it was cancelled. I followed the same advice for this fine, got an email to say the appeal has been submitted but heard nothing since.1

Just shows the charge status of £100, I can pay the charge, enter liable details, or submit additional evidence. I received another fine for stopping in a holiday in express car park, and about a week after getting a letter from the finance company, I got a NTH in my name. Never got this with APCOA.0

Let it ride. APCOA don't do much else.
