Civil Enforcement - No Date

Hi all,
It was only a few weeks back I was on here seeking help for a PCN, and now I'm back on behalf of my partner. She recently received a Letter Before Action from Civil Enforcement. It says a response must be made within 30 days of the date of the letter - however we cannot actually see a date on the letter. Has anyone else come across this? Is it a good case to get the action stopped based on that?
If not, please can you confirm our next step? I assume it is a case of using one of the following two templates:
1. I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
2. I refer to your letter of claim.I confirm that my address for service for the time being - assuming you don't faff about and delay any claim - is as follows, and any older address must be erased from your records:
