Hi everyone,
I recently visited a retail park late at night, around 21:30, and left around midnight. It was very dark, and any signs prompting payment weren't obvious. I've read a few threads that say first complain to the retail park. What exactly should I say when complaining to the retail park to give me the best chance of them doing something about it?
Also, how should I respond to Horizon directly? I know not to mention who was driving, but their letter says that if I do not pay within the 28-day period, they have the right to recover any unpaid part of the notice from me.

Thank you for this, I have followed threads and which has led me to the next steps. I have requested that the Retail Park cancel the request, and they have passed this request onto Horizon parking, along with giving me free vouchers for my next visit...
I'm now going to appeal this fine, telling them that I won't be paying due to a lack of signage, poorly lit signs at night, and because, all in all, it appears to be a scam. Do you think it's better to come on strong with them or be polite in these situations? I don't want to get their back up, but I want to be firm at the same time. Thanks1 -
I would not be adding anything about a scam, it's definitely not a fine, its an invoice, and I would be neutral, neither strong or weak, definitely tell them that you have complained about that pcn to the retail park management company who are dealing with it1

Thank you, guys. Quick update: After following the threads, I complained to the retail park who apologised, requested that the pcn be cancelled and gave me two complimentary vouchers for my next visit. Then I appealed the pcn directy telling them why I wouldn't be paying (I didn't mention 'scam'). Then, the next day the retail park emailed me to say that they had successfully cancelled the charge on my behalf! Success! Thank you again for all your help!5
