So there was no damage but he hung around in a dark, wet car park and waited for the other driver? I'm sorry, I don't believe it.

The best thing he can do is send the £60 once he has a letter agreeing it's 'in full and final settlement'. Then forget it.

Friend could benefit from one of these http://www.tempsl.com/uk/automobile-garden/automobile/easypark-reversing-lens/6647.html or parking sensors. That it was 3 feet over the line is no excuse, should know where the car is moving to and that it was likely to hit it.

Apparently my GF had someone hit her car in a car park and witnessed it happening, and the idiot was then in a big rush to drive away with her bumper hanging off. This happened quite a while ago. There was no apparent damage to GF's car, but did suggest to her that under similar circumstances it is always best to get hold of reg number or exchange details as serious damage can be hidden.

And people wonder why people drive away when you get c**ts like this when you do the right thing and tell the owner of the car you bumped into.

Why wouldn't you believe it, are you really so cynical? That is really depressing and speaks volumes. It is an offence to drive away from the scene of an accident - damage or no damage - my friend is a decent bloke, that's why he is annoyed.

TBH it is his word against that of the other party. Assuming the other person has confirmation from a mechanic that the above work is required, it will be difficult to prove otherwise.

The fact that it was in a car park is irrelevant.

I am tied up in a similar problem and think the original poster's friend has got off lightly by being on the receiving end of what sounds like a black-mail attempt. The defence is to say that any work on the car would be "betterment".
In this money world we live in, the test is how much worse off is the "innocent" party (who also does not know how to park his car) as a result of the accident. In my opinion probably zero. Just see what the insurance companies would have done if there had been clearly visible bent metal: probably written off both cars.

If someone expects me to pay for damage, I would expect to be allowed to view the damage first.
Is honest-car-mechanic an oxymoron? Have you read the recent Which? report on car servicing.
So far all this has been verbal, if both parties are prepared to put things in writing for 60 on a "full and final" basis. I would be prepared to settle on that basis even though I thought it was a rip-off.
If the sum required was up to (say) 250, I would expect the mystery car mechanic to give me a quote before handing over the cash (even though I suspected none of it would be spent on the car). As my no-claims bonus and excess is worth considerably more than 250 and life is too short.

    My experience is here:
