Stansted Drop Off APCOA PCN

Hi - hope maybe someone here can help. Like many I have received a PCN from APCOA for the barrier less drop off. I sent the text I found elsewhere in these forums neither confirming nor denying who the driver was and just saying I was the keeper and can’t be presumed to be responsible etc. 
move finally receive the below response. Is this just fishing before the give up? Should I just send the same text again reiterating I am not obliged to say who the driver was and they cannot hold me, the keeper, responsible? Thank you in advance for any help…

“ Thank you for your correspondence regarding Parking Charge STN######.
We have carefully reviewed your appeal and understand that you were not the driver at the time the alleged contravention took place. To allow us to fully investigate your case, we kindly request that you provide the following details of the driver:
• Name and Surname
• Complete address including postcode
Please provide your information within 14 days of the date of this letter of request.
We have placed your case on hold for 14 days to allow you to comply with this request.”

    “If we do not receive the required evidence/information within 14 days, we will have no choice but to process your appeal based on the information that we currently hold”

    Ignore the response and await either a rejection and PoPLA code, or a cancellation.

    Meanwhile the keeper should complain to the landowner and their MP if they believe the charge was issued unfairly.
