I think on MSE you can only make suggestions. Giving 'advice' is frowned upon. I always use the phrases suggest and support.

For this particular board it's clear responsibilities and obligations (other than with regarding the claiming of benefits lawfully such as by updating DWP with changed details as signed up to) is off limits. It is only concerned with rights.

Call it opinion or judgement... makes no difference... it ain't relevant to entitlement unless as mentioned it forms part of a commitment in claiming a benefit.

Good news is that she's got a decade to improve her pension situation in the UK as well as buying back years.
As an added note, she may need to establish residency before using the NHS as well.
Someone who is a British Citizen cannot lose their residency rights.1
