We are a company, and have just received this letter saying we have no right to appeal. We have had no previous correspondence from them! How do I proceed?

You need to edit that photo as your Ref No showing in two places.
We have had no previous correspondence from them!
UKPC gets reg. Keeper details from DVLA. First check they correct on the V5C?
Debt agencies have no access to DVLA keeper details they do a credit trace to find the keeper.

Do not contact DRP. Read NEWBIES Announcement thread 4th post Debt Recovery Stage.

This might mean that the V5C for that vehicle shows an old address. You should have received a PCN a month ago so check the logbook.

If the address is correct on the V5C then who knows, maybe UKPC didn't even post a PCN.

Not saying they definitely didn't but rogue practice like that is dead easy now AOS operators can take advantage of the cynical (or downright negligent) knee-jerk removal of the ever-present BPA Clause 24.4 which mandated 'two reminder letters before escalation' ever since 2012.

In 2024 - when the BPA got into bed with the IPC - this 'best practice' clause was binned for no good reason by the BPA.

To say I'm unimpressed by their lack of any ability to try to maintain best practice clauses (yet gave the nod to over THIRTY anti-consumer changes to the 2022 statutory Code to water it right down) is an understatement. BPA Head of AOS (Sara Roberts) take note: Steve Clark would never have missed that clause out.

Now the appalling joke of a 'Joint Code' says effectively that AOS members can enjoy the carrot of walloping charges up to £170 on the stroke of day 28 - despite NO extra work having taken place - which OBVIOUSLY encourages / tempts a PPC not to bother to post the first PCN!

Come on BPA. Wakey wakey! Don't let the IPC dictate the narrative. This opens up a likelihood of 'ghost ticketing' (by pretending to post a PCN).

    @flyer - two options:

    1. - you could still name the driver or lessee to transfer liability. Then they get a PCN to appeal from scratch.

    or

    2. ignore COMPLETELY (£170 threatograms) but open every letter. Come back here when a Claim Form arrives and then defend the case easily, and DCB Legal will discontinue and the 'outrageous scam' (Hansard, 2018 debates) will be over next year.

Tell UKPC of any future address change from the one they currently hold, for the next 6 years. You don't want a court claim going to a former address!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

The address is correct so I will ignore at this stage. I'm struggling to see how I can edit my photo?

Hi all. Just noticed that the time stamp on the photo is 14th May at 16:00 hours and the Parking Charge date is also 14th May. How could they have possible done that?

They probably mean the parking event date - but why not email them a complaint (see their complaints page) demanding evidence that a PCN was issued because their dates make no sense. The dates given on the red threatogram don't include the date of the notice (which cannot have been the same date because DVLA data takes a few days).

Nothing was found on the windscreen nor was a PCN sent by post. Tell them to prove it, because your logbook address is correct and post doesn't go astray.

To a reasonable person, it looks very much like they went straight to a £170 threatogram. They have 14 days to cancel this charge or you will report them to the BPA.
