    If it's any reassurance for the OP's friend, doing what I suggested has worked fine for me since making the initial request for email codes. I'm also an old  :) android user (cost ~£7 and easily fits in a small shirt pocket) and prefer PC banking.

    What operating system does she have on her phone? There seems to be a huge difference in WhatsApp compatibility between Android and Apple - it works on Android as far back as 5.0, which was released in 2014, but for Apple it requires iOS 15.1 from 2021. If she has an iPhone has she tried to update to a more recont version of iOS? If it's android then she should just get a new phone as one that won't support a version that's already 11 years old is hopelessly out of date (and support for 5.0 itself ended in 2024).
    ....and if the OP's friend doesn't have (or want) a smartphone?
    if her phone can't handle the way Progressive now works and she won't upgrade then the best option might be to move her money to another provider who operate in a way that suits her (and may also offer better rates for savings).

    My take on this for what it's worth, I can't believe Progressive did this change without giving warning to its customers. Lucky for me, I use Whats App and was surprised when I started to get my code this way but I will say the code now comes much faster than it did. In the past I could go and make a cup of tea whilst waiting for it to arrive. Still that's no help for those who are having issues.

    The code arriving by email is also quicker than when it was sent by SMS! No need to swap banks, unless you want to protest the lack of warning of the change  .... but that's another side to the issue. "That'll show them"! .... as a wise forumite on here once said  :)

    It used to be until recently! I think there was a recent exchange on here somewhere, about Progressive deciding to drop SMS with some people saying they had no notice of the change.
    They use both 
    WhatsApp messages can take upto 5 minutes to arrive
    Authenticator app used also
