UKPC postal parking charge

I've spent the last week reading through the forum, but I'm honestly finding it a little hard to parse as there's a lot of info - I think I know what I need to do but I'd like clarification and maybe some advice please.
(i do see a lot of blunt responses on here if people dont understand something- i understand why, you're all helping for free and have provided a lot of info- but i promise i've tried my best, im just having the worst week ever and my brain is broken. please go easy on me).
I received a 'Re: Parking' letter (see image) from UKPC last week, about my car being parked too long in Lady Bay Retail Park in Nottingham, 13 days prior (i. I received the letter on day 13). I had a 6hr remote uni exam that day and opened this letter immediately afterwards (which was a bummer), then giving me only the following day if I were to pay the 14 day early reduced rate (I'm not going to, I know it's all BS, but if we're imagining this is a legitimate fine, giving me only 1 day to raise the funds to pay it is predatory and manipulative).
I tried to ring UKPC's 'information line', but it just really leads to an automated payment bot.
I have complained about the predatory nature of UKPC to the 2 big stores at the retail park, The Range and Hobbycraft, and both have insisted they can't do anything for me. They've also not been able to give me the name of the landlord/ property manager. I can't find it online- I've found the previous 2 owners, but this one is just described as a 'private owner'. The Range said they think they know the letting agent involved in the sale, so I've contacted them today and been given the email address of an associate that I think is the property manager.
This morning I just received a 'final reminder', which has no new information except an additional £70 will be added to the £100 as a debt recovery fee.
My next steps as I understand them should be to:
- Email the property manager with complaint and ask him to get UKPC to throw it out
- Go through UKPC's appeals procedure
- When that fails, go through POPLA appeal
My questions specifically, other than 'is the above right?', are:
- When to do the UKPC appeal?- I know it differs between windscreen and posted letters, but I'm more confused by people saying it should be at a certain date to get them tied up in stuff?? Should I do it asap?
- Can I screenshot my Hobbycraft/Range complaints and ask you to critique before I send an amended version to the property manager? I've tried to be very firm and angry in the emails but not sure if I'm succeeding.

Try this in August 2024 it was managed by Savilles who can be very good in cancelling genuine cases, there's even a phone number:

Its probably Savills, as mentioned above
Put the complaint in ASAP, as a genuine customer, to the retail park management company or landlord, possibly Savills
Do the UKPC appeal before the 28 days deadline, so around day 26 following the postal notice issue date
You didn't just post the same old questions, you took stuff onboard first and tried to follow the advice, it's much appreciated
