Ah OK. It does invoke keeper liability and was deemed delivered on day 14 as far as I can see, which is on time. This means they can hold a registered keeper liable.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
