paid ticket but still got a letter >(

This is for a friend who paid for the parking and displayed their tickets but lo and behold they got the letter from Parkingeye saying they didn't.
I'm unsure as to where this original letter is as I have asked them to produce it but they have yet to do so and I am unsure they have retained it.
They appealed and that got rejected and was directed to appeal via Popla but missed the deadline of 28 days from issue of the PCN on the 2/4 (so the 30th).
As they have photographs of the tickets receipts I'm not worried but they sent a letter sub-titled "letter before county claim court".
Should they just keep ignoring letters untill the court claim and then proceed with the defense?
Apologies for the lack of details but this is largely as much as I was able to deduce from the letters they have provided me with - which are : Parkingeye's rejection to the appeal on the grounds of insufficient funds being made and letters prompting for a payment

No, they respond using the LoC response template to the letter writer
Then await an N1SDT court claim pack from the CNBC in Northampton using MCOL2 -
