Tower Hamlets parking fine, didn't receive original PCN

Hi there 

My brother has been issued a letter from Tower Hamlets council claiming on the 11th May he parked on Quaker Street in the borough without a parking permit and hasn't replied to the original PCN . They are asking for £160. 

My brother is insistent the street does not have cameras , there is no picture of the car in the letter. My belief is that if there was no camera, a warden would have to issue a physical one on the car, but someone could have moved it, meaning my brother wouldn't know about it until he received the letter in the post. 

What are his rights if he didn't receive the original PCN ? Can he ask for proof of the contravention
