    "I was interested in the scenario where for example you have three maxed out credit cards paying minimum each month but they are 0% promotional rates (purchase cards) and you want to go for a fourth zero percent promotional rate card."
    That scenario would suggest to me that somebody can't control their spending, and the fact they want another card with the minimum being credited to the others, want to spend even more and accumulate further debt.

    it's stoozing, it works for some people but yes some banks might be tighter on things the more you have on balance

    People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair.     if I wanted to apply for a new credit card it would not matter if my existing credit cards were maxed out or hardly used at all ( obviously as long as payments were being made)
    They will factor in your current available credit limit against your income. ie Affordability.
    They will be able to see that you are carrying a balance & that will factor in their lending decision. So if they see maxed out cards, that will be something that would make them look deeper into your situation & more likely to mean a decline. Compared to cards will nil balance.
