On the pricing, the way vehicles have been bought/marketed changed a few years ago, where everyone goes on autotrader, and searches by price low->high, meaning the price needs to be more competitive to get anyone to even look at it. The previous approach of wanting to sell for £x so listing at £x+y to knock y off later doesn't work as well.
They may have a little bit of leeway, particularly when it comes to throwing in extras or adjusting a trade-in, but I don't think many dealers will agree to knocking £2k off.

A few months ago my nephew was struggling over a late used Mercedes.
He had been to see the car a few times and tried to negotiate once already but the dealer wasn't budging on price and he was about to go back and pay the full price.
I told him don't go back, just phone up, ask for someone from the used car sales team and tell them you wanted to leave a deposit for it there and then.
Then when the salesperson perks up at the sale, tell they you want it for £995 less and say nothing, just leave the offer hanging.
If they say no it's full price or nothing, just say thank you and hang up.
Turns out the salesperson started to want to negotiate and they eventually agreed on £695 off.
But by using the phone my nephew was a little braver and the salesperson didn't know my nephew had sniffing around that car for a while.
By saying nothing at the right time and not being there to "read" it sort of turned the negotiation around a little and it came down to the salesperson to be more eager to deal.

OP you could go and find the seller of the van at just over £19k, he will want £20k from you. He will have made a little more and you will have saved a couple of grand. But then you cover all the risk of anything going wrong.
Research, research and then some more research and you will know a good deal on a solid van when you see one.0 -
my recent experience with buying a car from a dealer, he was adamant there was no movement on price blah blah, set by company blah blah. We left and went in next day and spoke to a different salesman and got a decent discount.0
