I had a car that my wife drove a few miles a day for over 300 days a year. For holidays I would drive it across Europe for thousands of miles. Who was the main driver? They couldn't tell me. I think some policies have a clause that whatever you are told eg by a call centre isn't legally binding.
My experience buying insurance is you get what you pay for. Some things are worth doing properly. Insurance is one of them...0 -

There are many cases on the ombudsman where people have tried to get "creative" with their job titles or work statuses and then when a claim happens they give the honest answer and suddenly find their insurance void for non-disclosure. Some of those cases the complainer was at fault for the accident so it was a very expensive mistake to try and be clever. My friend would say his wife was unemployed, but she would more likely call herself a stay-at-home mum

It could also be interpreted as part of SDP but that's more tenuous. It's quite clear to me that doing council work and not being paid is not a business. My question related more to the tools, which I could quite easily take out. I have previously transported my lawn mower in my car and more recently in my van, to mow a relatives lawn, he is 98 and in a care home.

They want to know what the van is used for and what risk they are agreeing to?
As a volunteer you should be covered for business use.
