These tickets are from nearly 5 years ago, the registered keeper was not driving the vehicle and it also happened in Scotland. How do i proceed with this, should i wait until i get an LBC letter?

How near to 5 years was the last contact by the registered keeper or anyone acting on these PCNs? As I understand it when it hits 5 years from last payment or written admission the debt become statute barred.
Others might say to wait til you receive the LBC. I might be tempted to write them by snail mail with some relevant but time wasting question (without any admissions of any sort) just to try to get them to the 5 years without any proper action from them.I’m a Forum Ambassador and I support the Forum Team on Debt Free Wannabe, Old Style Money Saving and Pensions boards. They're powerless in Scottish locations, as long as you don't blab who the driver was.That's why they're still sending begging letters 5 years later. If they could have brought a £1700 claim they would have done a long time ago.
Ignore them.
(it would become statute barred in England after 6 years, but it's a Scottish case so don't contact them).2 -
It's 5 years from the date of the alleged breach of the contract in Scotland; after that, the alleged "debt" ceases to exist.2
