DCBL letter

These tickets are from nearly 5 years ago, the registered keeper was not driving the vehicle and it also happened in Scotland. How do i proceed with this, should i wait until i get an LBC letter?

    How near to 5 years was the last contact by the registered keeper or anyone acting on these PCNs?  As I understand it when it hits 5 years from last payment or written admission the debt become statute barred.  

    Others might say to wait til you receive the LBC.  I might be tempted to write them by snail mail with some relevant but time wasting question (without any admissions of any sort) just to try to get them to the 5 years without any proper action from them.

    They're powerless in Scottish locations, as long as you don't blab who the driver was.

    That's why they're still sending begging letters 5 years later. If they could have brought a £1700 claim they would have done a long time ago.

    Ignore them.

    (it would become statute barred in England after 6 years, but it's a Scottish case so don't contact them).

    It's 5 years from the date of the alleged breach of the contract in Scotland; after that, the alleged "debt" ceases to exist.
