SMART PARKING: PC Advice

Hello, I’ve received a PCN from Smart Parking after my daughter’s swimming lesson at on 10/05/25. where we visit weekly and need to key the reg on entry to the pool. We have a signed parking permit for the site for the date/time in question which I sent to SMART Parking as part of the appeal, they have responded to say they plan to uphold and offer a reduction to £20 until 22/06.
I have read through the forum regarding authority/land ownership, but I'm a little lost in the terminology, can anyone point me in the right direction for next steps please?
