Why is this APCOA NTK not POFA compliant?

I hadn't thought about that. It makes sense now because I wondered why they don't just include the POFA wording in their invoice, it's not that hard. But I see now if they invoke POFA without adhering to the rules, they could get screwed by DVLA.If they do that, then they are in breach of the DVLA KADOE contract and risk being sanctioned and even losing DVLA access to Keeper data.
Does that mean you can just park for free at any of those sites because the NTKs are not enforceable?
Should I just stop paying for parking at airport pickups??
