Yep, far easier: no 14 days requirement to serve the NTK quickly and they can word their NTKs freely.

am i naive for thinking it makes it very easy for everyone to beat, knowing this>

Not "everyone" knows this, so they still make millions by bluffing it!

If they do that, then they are in breach of the DVLA KADOE contract and risk being sanctioned and even losing DVLA access to Keeper data.

I hadn't thought about that. It makes sense now because I wondered why they don't just include the POFA wording in their invoice, it's not that hard. But I see now if they invoke POFA without adhering to the rules, they could get screwed by DVLA.

Does that mean you can just park for free at any of those sites because the NTKs are not enforceable?

Should I just stop paying for parking at airport pickups??

(This one was a mistake it was a relative who drove in there and they recently changed to a barrier less system at the airport.)

PoFA compliance isn't just about the wording they use in their Notices. If you want to understand what the requirements of PoFA compliance are, feel free to study it:

Come on. We are not condoning bilking
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
