as regestered keeper ive recieved this pcn for parking on 24/25 may . date of issue is 9th june. am i right in thinking there is no keeper liability as its more than 14 days later, driver hasnt been divulged. Is there a standard appeal to use for this, thanks in advance hxxps://imgur.com/a/E98pL03

This notice does not hold the keeper liable so you can use:
"Dear APCOA
This is an appeal by the registered keeper - No driver details will be given. Please do NOT try the usual trick of asking for driver details in order to get around the fact your NTK does not comply with POFA. As there is no keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win at POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw.
