Well, Pastdue Credit Solutions Ltd is a legitimate regulated debt-collection company which, among other clients, collects debts owing to the DVLA.
No guarantee that the letter is genuine, of course. Does it direct you to their (real) website with a customer id and account?

£80 is the standard penalty for being the keeper of an untaxed vehicle. You would get this if you paid your tax very late- after the wheels were in motion to automatically issue a fine, or left a gap between tax periods, or between tax expiry & SORN. They would write to you and "make you an offer you can't refuse" of £40 if you cough up within a time limit, £80 if you don't. Either way they have The Law on their side, and a virtually unlimited budget to use to force you to pay.Using an untaxed vehicle on the road starts at £30 plus a multiple of the outstanding tax depending on if it was SORN or not, so it could come to £80 depending on the tax rate for the vehicle.I want to go back to The Olden Days, when every single thing that I can think of was better.....
