POPLA appeal

Any help much appreciated and apologies as it’s last minute. Many thanks for any advice, no driver admission so just a NTK asking who was driving. App payments only which was not working on day ( have proof via phone ). Anything missing please ask.

    If you have already appealed and been rejected with a valid popla code,  study the 3rd post in the newbies sticky thread in announcements near the top of the forum for popla appeal advice,  plus study recent popla appeal threads by looking at the Popla Decisions sticky thread in announcements too, starting at the end and working backwards 

    If you are the RK, plus if no windscreen pcn was issued on the incident date,  then they failed to comply with Pofa so no keeper liability
