I parked at Cardinham woods in Bodmin - Cornwall on the 8/3/2025, I arrived at 14:55 and paid £3.50 for my parking ticket at 14:57. I have proof of my ticket purchase to Forestry England to that effect.
I originally received a Parking charge notice from NEXUS GROUP saying I did not pay for parking and they issued a fine of £50 with the option to pay £25 if i did so in 14 days. I appealed the parking fine and provided evidence to show I paid for parking. I provided a screen shot from my phone banking app and a copy of my bank card proving I was the name person on the account.
A few weeks passed and i received another letter, totally ignoring my appeal, but now saying the option to pay 50% reduced fee was not longer an option and I had to pay £50.
So I went onto the citizens advice website and found out they should not be sending more letters when you are appealing, as this is classed at harassment. Under section 40 of the administrating of justice act 1970 and section 2 of the protection from harassment act 1997, it states you must stop sending letter until theres a decision the appeal.
Following this, I sent a letter recored delivery as advised by the citizens advice website. I enclosed a letter outlining everything, saying id paid for the ticket on the day, sent printouts of proof of payment, a copy of the parking charge and a copy of my banking card. I also have a bank statement with the payment on it, clearing showing I paid for parking. I checked this evening to see if they received it, the letter was signed for on the 2/6/2025, so i know they have all my evidence. BUT! STILL.... they are not acknowledging my appeal, in fact, having logged on to see if i could appeal again, its now showing the fine is £120.00
This is clearly a bullying tactic, on their part. Its clear as day I paid for the ticket but they are ignoring me and NOT acknowledging they have made a mistake.
WHAT AM I SUPPOSED TO DO???????? Any help would be well received.

Agreed.
You're not communicating with reasonable people - all they want is your money. They'll send increasingly scary-looking, harassing letters (eventually from so-called "debt collectors"), and may eventually chance a court claim. Follow the process as outlined in the NEWBIES FAQ thread over in Parking and they'll eventually discontinue any claim.Jenni x3 -
I hate the fact that Citizens Advice are terrible about private parking charges.
You don't have a fine and won't ever pay this. Bet the CAB didn't tell you that...and telling you to waste money on printing and recorded delivery is daft of them, given Group Nexus has a mandatory complaints page on their website! Probably includes a portal or email?
Just bung in a complaint online, then if knocked back, complain to the BPA.
Surely all this is about a VRM typo or a machine failure to record your full VRM? They know you paid but the numberplate was probably not a full match?
This isn't something to worry about or ask the CAB about. Even if there was a VRM typo you aren't going to pay this invoice!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
