Pay fine or wait for tribunal outcome?

I am after a bit of advice please. I got a PCN fine for parking in a loading restricted space in Birmingham. I am disabled and there was no disabled spaces to park on the whole road and only 3 spaces on side streets which are to far to walk, and I desperately needed the toilet. Despite displaying my badge and getting a witness letter from the shop owner my appeal was rejected saying if I had sent a doctors letter it may have been changed.
I would like to know if I should pay now at half price or what are my chances at the tribunal and to wait for tribunal?
Any advice, guidance and support welcome.

Presumably this is council and not a private matter ?
If so, go to the FTLA parking forum website and post your query there, after reading their posting requirements first ( where the volunteer experts are )2
