LBC received but have moved abroad

Hello all,
Just doing this on behalf of a friend who moved abroad permanently to Australia a few months back. Prior to moving, initial advice was followed regarding initial appeal template, not revealing who driver was, ignoring debt collector letters etc.
He used to rent a flat back here in the UK and his old landlord has just let him know that he's received an LBC letter from Moorside Legal dated 28 May 2025 for an 'unpaid debt' of £170 for a previously received PCN.
Just after some advice re how he's meant to proceed now that he's moved abroad and whether that makes any difference at this stage for how they pursue him.
Does he respond to both the PPC and Moorside Legal to let them know he's moved abroad or just one or the other?
Does he still reply as normal to the LBC?

He should reply informing them of his new address, that it is his permanent residence and only address for service and that they must erase his old address.1

I presume reply to the LBC with that information then? I take it he's best to do it via email, but also demand that all communication from them is only sent to his Australia address and not to his old address or via email?0 -
A robust response citing the permanent non UK address via email is good enough. Make sure to state that they need to erase the old address and can only use the new non UK address. That term (erase) is key. They will likely ask for evidence of the address change so provide something to prove it if necessary.1

There's a strong version I wrote a few weeks back that was to Moorside Legal in this exact scenario and it threatens to report their two head solicitors to the SRA if they continue to pursue the data subject at the UK address.
They gave up. Stopped.
