How old is your brother in law.... If is at at an age where credit is not needed etc then A CCJ on his credit file will do him no harm
Dealing it with lead to no positive outcome.
Leaving it will no negative effects at your age. Its a single ticket. So just a few letters from DCBL.

They will unlikely to be taking out new lines of credit in the forms of credit cards/over drafts
People of that age are more likely to stay with the same telecoms/broadband provider and one CCJ does not really have an effect on these type of applications
The advice would different if they were 35
However a lot of people are not bothered by a CCJ. Yes it effects some people but not other. Its horses for courses. Would I advise this course of action normally. No i wouldnt.

I would place a notice of correction on your credit file. Any organisation searching will see it's "only" a private parking ticket and not that you defaulted on a utility bill or something more important.2
