I can't find Global Shipping Programme on Shipping Preferences - Ebay private account

A buyer in France has contacted me to request I turn on Global Shipping Programme (GSP) for an item. I cannot see GSP listed in my Shipping Preferences to turn on. I last sent an item via GSP a couple of weeks ago, so I'm confused why it has suddenly turned off and why I cannot find it to turn it back on. Please help me activate the Global Shipping Programme on my private account. Thank you. 

UPDATE: I've just found in my postage preferences that I am enrolled in GSP so not sure why the buyer is asking for GSP... any suggestions?  I sell very little on ebay so this is all a bit new to me. The item is a box set of Tolkien books so I don't think it is an excluded item.

Log out of your account and go to ebay.fr without logging in and lookup your item and see if GSP is active or the potential buyer is mistaken.
