You would need to check the pay and display details as the the PSPO doesn't mention anything about pay and display parking on it.2

PSPO 2025
Taxis, private hire vehicles and chauffer driven vehicles waiting in streets near Heathrow Airport.
The PSPO will prohibit these vehicles from waiting in streets in the wards of Pinkwell, West Drayton, and Heathrow Villages - unless they are collecting or dropping off passengers in those streets or are based or live there.
A person in charge of a motor vehicle being used as a taxi, private hire vehicle, chauffeur vehicle, or any other type of vehicle used for hire or reward purposes will be guilty of an offence if they park and/or wait within the restricted area (PDF, 9 MB) described in the schedule below unless:
- the person is either collecting or dropping off a passenger/passengers from within the exclusion area, or
- the person resides within the restricted area, or
- the business operating the vehicle is based within the restricted area, and the offence has taken place within the vicinity of the business premises.

This was not known to me. So I guess I will have to appeal to them stating that I was not aware of the restrictions, attach my parking payment and see if they can waive the FPN as a first time offender. Thank you all for your contribution.0

As we major on private parking tickets here, Free Traffic Legal Advice (FTLA) forum will be your best bet for council penalty charges. Register there but please note that a Hotmail address may not work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this first before posting your case' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
