Parking fine, ex-husband hiding the letters

Hi all,
My partner is in a sticky situation regarding a parking fine she's received. Apologies for the lengthy post but feel it's best to give all the history.
My partner was handed some letter from her ex which was dated a month old. This was a reminder letter for a parking fine from 3 months ago. He denies any other letter had been received.
There is a reminder letter for £100 outstanding from naprier parking, she has contacted them who have advised that it's now been passed to BW Legal and all further communications need to be done via them. It is unknown if her ex has been hiding these letters as well...
Unfortunately she forgot to update the dvla about the change of address hence the incorrect address of the letters.
What's her next beat step to take?
She knows that the parking was not paid for as a honest mistake.

She should email a Data Rectification Notice to the DPO at Napier Parking, giving them the correct address for the service of papers and that they MUST ERASE the old address forthwith . Ideally she provides redacted copies of 2 recent utility bills or similar, as proof of address
She should also update the DVLA with the correct new address, for her V5c log book, plus her driving licence too, unless already done2 -

Just keep following the advice here, as and when things happen1 -
Bear in mind your log book has to be registered at somewhere you can conveniently gain access to correspondence. It doesn't have to be your own home. You weren't to know access wouldn't be inconvenient until the partner starting making it so.
But yeah, best to update the logbook address now.2 -
