Notice of debt recovery for unpaid parking charge

Yesterday my partner received a 'notice of debt recovery' letter from Direct Collection Balliffs Ltd (dcbl) for an unpaid parking contravention which apparently occurred in April 2021. It's now June 2025!!
The only other information provided in the letter was vehicle reg, date of contravention, location, their client being ’Smart Parking (UK) limited, and the reason being 'Insufficient paid time'.
Absolutely no previous communication from anyone has been received regarding this during the more than four years since it apparently occured and the vehicle has not been in our possession for about 3 years.
We called dcbl and were told that the information in the letter was all they had other than that the case had only been referred to them during the last week but they did have 2 apnr pics which have subsequently been emailed to us. These appear to be the vehicle entering then exiting the location car park. We were told to seek legal advice if we want to contest it.
Is this a case of just ignoring the letter? Should I try to contact Smart Parking or anyone else?
