HiIf we turn the boiler stat over 3 (goes up to 5) it cuts out, which means we have to switch it off at the wall and start again as the reset button doesn't do anything when this happens, is this normal? I suspect not. Need a decent plumber.
Bit of a clue there ?
Combine that with a slightly undersize rad and poor circulation due to pump slowing down, may well be the answer.
In the entire time you have lived in the house have you ever had the boiler stat above 3.
If 'yes' was the house/ rad warmer?

Yes if I remember rightly both the radiators in question were warmer, the house was uncomfortably warmer so we turned it down a couple of years ago now.

Can anyone offer any advice with a similar problem.
We live in a 3 bed end terrace, built in the 60's, with a 3 roomed single storey extensin, built about 15 years ago. We had the Cavity Wall and Loft insulation checked when we moved in 3 years ago, as we got a free upgrade (Disabled son). The main house needed a top up, but the extension was supposed to be OK. They checked the loft, and drilled into the walls and found that there's some sort of fibre inside. This part of the house does not adjoin any of the rest of the house apart from the hallway. The radiators appear to be of a suitable size for the rooms (how can you check), and it's double glazed, but still cold.
