(UKPC / DCBLegal) CCJ x2 + more than10 PCNs

I really appreciate you taking a time against parking dracula — I'd be grateful
if you could offer some guidance on a situation I'm dealing with. Last Tuesday,
I found I received 2xCCJ (Claimant:UKPC, Name for payment: DCBLegal) dated in
31/10/2024 and 27/2/2025. And I have more than 10 PCNs. All of CCJs&PCNs
has same root cause. I still not get used to with lifestyle in UK and I'm very
shocked by receiving such letters…
Background
I live in UK for around 2.5 years, and I started to live in current property from Mar/2024 which is multi-stories apartment with underground parking controlled by UKPC. I paid parking permit but property management company registered wrong name (previous tenant’s name) and then they refused giving me the permit card (“your name is not listed”). Therefore I couldn’t get the card and was not able to display it on window screen. Then, UKPC issued many tickets in last 1 year.
I haven't opened my mailbox around last 1 year. This is my honest reason why I missed all notification/letters and resulted in 2xCCJ. And last week I found a letter was about to drop off from the box, then I found all my situation. (They never give NTD although the underground parking doesn't have ANPR/CCTV.)
Chronology
l 29/02/2024 Tenancy start
l 23/03/2024 Payment to get parking permit
l 24/03/2024(around) Move in property
l 26/03/2024 Permit issued, but with wrong name(previous tenant) hence Property Management refused giving me permit
l 29/03/2024(around) Start to park in underground parking
~~~over 1 year~~~
l 24/05/2025 Open my mailbox first time last 1 year, then I’m aware my situation
l 25/05/2025 Visit Property Management Company again to get parking permit, and this time they gave me permit without checking name.
l 25/05/2025 Start to call DCBL(I know rookie error!), etc.. to understand the situation.
I started to learn many things in this website, and I want to submit N244, but I'm not sure I can put aside CCJ just by the reason "I am immigrant. I still don’t get used to with UK life and I have no idea about UK private parking system and law system, so I haven't opened my mailbox and missed all letters" from CPR13.2 point of view.
I'm collecting more evidence to support CPR13.3 as well.
Also, 2xCCJ has exact same PoC other than PCN issue date(and total amount), and all case has exact same root cause, so I’ll take Cause of Action estoppel to make them into 1 claim.
Quick question
1. Could I support my case from CPR 13.2 point of view? I honestly haven’t checked my mailbox as I did when I was in my home country…
2. As mentioned above, I’m collecting more evidence on CPR13.3. My PCN has a picture of my car as evidence which taken by a people in parking, not ANPR nor CCTV. I expect they should put NTD, not NTK only, so I think they don’t comply with POFA hence it can’t be enforced against keeper. Is this correct?
3. If I use solicitor for N244 form, and if successfully set aside CCJ, is it easy to charge solicitor fee to claimant?

I'd get together your emails and bank statement for this.I'd also get hold of the lease for the property. Ask the landlord or find another owner-occupier. The lease often grants rights over the parking space and any permit system is unenforceable.1 -

How much is each CCJ for?
I am concerned you will get HCEOs (bailiffs) round this weekend clamping your car, so you may have to apply to STAY THE WRIT very urgently at your local court, if either of the CCJs is for over £600.
Do that first if there is a writ. Download Form N244. No solicitor needed yet. Costs £15.

Read about it today and have two N244s ready to take in person in the morning to your nearest court or email to them (URGENTLY IN THE MORNING).
No posting these 2 applications snail mail, no waiting until the weekend, and no being told it has to go into the black hole that is the CNBC. Absolutely not.
Apply to stay the writ - pay £15 each N244.

I read through some threads, but I'm still not sure the detail process. (I'm not good at English. That's why I should get help from solicitor...)
Is it OK to submit N244 to stay the writ without WS or any other attached documents? I can't take enough time to complete them by tomorrow.
I’m attracted to add "set aside CCJ" in "What order are you asking the court to make and why?", but does it need WS for setting aside CCJ specifically?
I'm not sure why some past case was able to get a hearing chance to set aside CCJ with only £15 which meant to be only for staying writ. It sounds like bug of the court system.

Yes I am telling you to put in and pay for two N244s without any documents, immediately. If it had needed a WS I would have said do. You can do the form.
No need for a solicitor.
Maybe just attach proof of your actual address to prove that you knew nothing about these claims - ALSO in the bigger box, in each N244 mention the OTHER CLAIM NUMBER TOO.
In the first box, ask that you want an order to:
Stay both writs for claim numbers xxxxxx and xxxxxxx and consolidate the claims and allow the Defendant to defend because the claim forms were not received or seen.
