Tracing people through council records, credit records etc is very cheap and very easy for Trace Recovery or debt collectors.  Whilst they may like to access the dvla database more than once,  they dont need to,  we all leave footprints and markers with credit reference agencies etc

The OP windgardium_leviosa asks how they find you?

fisherjim's 4th june reply explains how.
Read some other threads on CCJ by default so you understand the problem it creates when a PPC is left holding old addresses for you.
Always notify DVLA and PPC (if involved) of your new address when you move. And when you sell your car giving new owner's name and address. That ensures you don't get sent any pcns or pns meant for the new owner.
  • Thanks all. I'm glad they found me via other means if this is the case so I don't get anything issued to me without me knowing (again!).

As mentioned, I informed DVLA (changed V5) when I moved, but looks like there was some crossover between this ticket and the name change - only a few weeks apart. I've informed the parking company and DCBL of the new address and requested deletion of old addresses.

  • Latest update!

After my naïve emotive email, DCBL have responded with this:

"DCBL write further to your email.

DCBL are instructed by Smart Parking (UK) Limited to recover the outstanding balance in relation to the unpaid Parking Charge, reference xxx.

The parking contravention details are as follows:

    Date of Contravention: 26-Jan-2022
    Location of Contravention: xxx
    Vehicle Registration: xxx
Reason for Contravention: Insufficient Paid Time

If you have not received any documentation regarding this Parking Charge prior to our instruction, then it is highly likely that the address held with the DVLA/Hire or Lease company was not updated by you when you moved address. DCBL may have conducted a trace on you to find your current address. It is your responsibility to ensure that the DVLA/Hire or Lease is kept up to date when you either move address or sell a vehicle.

The timeframe in which to submit an appeal expired prior to our instruction. Please be advised, DCBL are not part of the appeals process and we are solely instructed for the purpose of debt resolution. As the person named by our client, you remain liable for the outstanding balance.

Why not Download our DCBL Customer App making debt resolution more transparent and manageable.

Taking the stress out of debt, the app offers powerful features such as:
    • 24/7 Accessibility: Check your account, amend details, review outstanding balances, and make payments anytime, anywhere.
    • Document and Case Management: Access supporting evidence of the debt, track case progress, and review past transactions without needing to contact us.
    • Secure Communication Channels.
    • Proactive Alerts and Notifications.

    Alternatively, you can make payments:
    • Scan to Pay. Simply scan the QR code on our letters with your phone and pay by card.

    • 24/7 Payment line: 01302 897022.
    • Bank Transfer Please quote your DCBL reference number as the payment reference.
    Sort Code: xxx
    Account Number: xxx
    • Calling our Office: 01606 539 169. Opening hours Monday to Friday, 8am to 8pm, and Saturday, 9am to 5pm.

Please note, DCBL are unable to enter any further correspondence regarding your appeal or dispute, as our position has been fully outlined.

Should you wish to discuss further payment options, please contact DCBL on 01606 539 169 and speak to one of our collections associates.

DCBL have a legitimate interest in this matter, due to the fact instruction is received from the client in debt resolution action of an unpaid debt. Whilst the case remains unpaid, DCBL will continue to pursue the debt, until our Client instructs us otherwise. Should the debt remain unpaid, it would be the decision of our client regarding how they wish to proceed.

    Kind regards,"

I haven't responded to this - I know better now!

Yep they allege you have a debt but write letters to you as if it's been proven it hasn't, the charge remains in the hands of the parking company the debt collector is only asked to chase you on a no win no fee basis (which they would collect from you not the PPC if you paid them).
In other terms it's all smoke and mirrors, the debt collectors have not bought a debt, there is no debt it's just bullying by paperwork and carefully worded threats that mean nothing much at all!

    Just an update!

I love this sort of evidence that the 'make the rules up as you go along because we aren't FCA regulated' DRAs in this broken industry admit they purely exist to extract money.

This lot aren't in the business of considering disputes.

Funny that: this is the polar opposite of the story that the APAs spin to Government!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
