Anyone answer this please....
I understand GOVERNMENT AGENCIES are allowed to see your personal Financial Records however I don't know how they access this information. 
I know there are CREDIT REFERENCE AGENCIES...do the DWP / HMRC access records from all of  these agencies ?

    I'd work on the basis they can and do, as well as being able to look at your records with individual financial institutions like banks...

     Quite likely yes.

    Probably the credit reference agencies, banks and other financial institutions as well as their own records - i.e. HMRC.  Nowhere to hide these days.
