Horizon rejected appeal despite their app not working to make payment?!

Please kindly advise, Horizon sent me a PCN as I had parked on 22/5 in their Tesco store for over 2 hours . I tried to go on their app to pay for parking and have screenshots to show it wouldn’t allow me to pay. It said all bays were full (there were hundreds empty) and wouldn’t allow me to make any payment for parking, I contested it thinking it would be an easy reason for them to cancel the pcn, to which they have said it’s not a valid reason and I shouldn’t have been their over 2 hours regardless.
Sadly I don’t have any receipt and items was a cash purchase :-( .
I have an 8 month old baby and am 5 months pregnant so it took longer than expected unfortunately.
any further help would be great!
